This is a pointless update, it only includes a fix for the shipped
libwebp, but it was convenient to me to drop it in during my testing
for libwebp.

libnotify: Guard documentation directory renaming with a if
...
If xmlto is not installed and -Dgtk_doc=false, there will be no
documentation installed.
Also add a rm -rf command so we won't do things wrong reinstalling the
package.

The "alsactl init" command may return an error code of 99 although
the device is correctly initialized. Say so, and don't run the command
for jhalfs (role="nodump").

Samba: Clean up some obsolete dependencies.
...
Most of these were needed when Python2 was required for Samba, and
others were made obsolete by recent Samba versions. All of these were
needed for either ADS or the Developer Test Suite.
