Remove most references to PCRE1 
Some notes:

- proftpd has been supporting PCRE2 since 1.3.8a.
- bluefish actually invokes PCRE via Glib, so since Glib was ported
  from PCRE1 to PCRE2 bluefish has been using PCRE2 in fact.
- zsh and rasqal will support PCRE2 in the next release.  For zsh pcre
  is not used with book instruction anyway, and for rasqal the
  maintainer suggests just relying on Glibc regex.h before the next
  release.
- The other distros (Fedora for eg) are already disabling PCRE for
  slang.

7b231190a6 Promote libpsl to recommended in wget, curl, and NetworkManager. 
This is to protect against the "global cookie" issue outlined in
https://daniel.haxx.se/blog/2024/01/10/psl-in-curl/

After some discussion we've decided to promote these to recommended, and
in cURL I've added a note that while the package can technically be
built without psl support, it's not recommended due to the security
implications.

wpa_supplicant: Warn not to mix up D-Bus based and manual cfg, and do not enable wpa_supplicant.service on systemd 
Enabling wpa_supplicant.service does not give any points because
wpa_supplicant can be activated by D-Bus as needed, like on SysV.

e1e58be454 Remove all ftp urls 
neither firefox nor epiphany can download them, and they are not
well maintained, because rarely tested.
This is WIP because the "(HTTP)" part of "Download (HTTP)" will
need to be removed too.
But let's see what users think first...

030e18a3cb Samba: Clean up some obsolete dependencies. 
Most of these were needed when Python2 was required for Samba, and
others were made obsolete by recent Samba versions. All of these were
needed for either ADS or the Developer Test Suite.
