883e376350 Firefox security updates: 
Firefox-91.0esr
JS78 using firefox-78.13.0esr
and introducing firefox-78.13.0esr as Firefox Legacy.

The first two have been tested and measured on glibc-2.34 systems.
The latter has been measured on a slightly older system where 91.0
fails to build.

If anyone likes ff78 so much that they want to use it on a
glibc-2.34 system, feel free to create the necessary patches
but note that I expect to remove Firefox Legacy in November,
it is only a transitional item.

I had v1.14.1 (and previous nghttp2) when I was preparing the
update to v14.17.4.

476753a688 Fix pkgconfig file for libtiff 
When using cmake/ninja, the pkgconfig file for libtiff has an empty
Version field. Add a sed to cure that.

46dfbe3461 Prepare updated perl-deps. 
Note: the XML-LibXML testsuite reports:
Runtime Requires
 XML::SAX::DocumentLocator undef

That was installed by XML::SAX, apparently something buggy
in whatever generates that report (I could not work out
where it comes from).

8aef78285d Perl dep Alien::Libxml2 requires Path::Tiny. 
Found by trying to build it without running tests, P::T was being
pulled in as a test dependency but is always required.

d91e4b79ac Reinstate perl dep Scalar::List::Utils. 
Current List::AllUtils (0.19) requires List::Utils >= 1.56 from
this distribution at runtime, but perl-5.34.0 shipped with 1.55.

Found by trying to run biber tests after building biber's perl
deps without running tests.

It helps if I add the reinstated file.
