Or too many packages can link to ICU libraries w/o any real necessity
and cause upgrading ICU very nasty.

gexiv2 FTBFS against exiv2-0.28 (reported by r1c0n3r0 on #lfs-support).
There is an upstream fix, but it does not apply to 0.14.0. So
update to 0.14.1 and add the patch.
