Promote libpsl to recommended in wget, curl, and NetworkManager.
...
This is to protect against the "global cookie" issue outlined in
https://daniel.haxx.se/blog/2024/01/10/psl-in-curl/
After some discussion we've decided to promote these to recommended, and
in cURL I've added a note that while the package can technically be
built without psl support, it's not recommended due to the security
implications.

wireshark: qt5 and qt6 shouldn't be both required
...
The problem is that qt6 is not strictly required, qince qt5 can
be used. But an option has to be added for using qt5. Furthermore,
we have an established layout of describing options in a "Command
explanations" paragraph. So:
- Move qt5 to optional
- Add a note telling that qt6 is not strictly required referring
to command explanations.
- Add the said command explanation

Remove all ftp urls
...
neither firefox nor epiphany can download them, and they are not
well maintained, because rarely tested.
This is WIP because the "(HTTP)" part of "Download (HTTP)" will
need to be removed too.
But let's see what users think first...

networkmanager: Dependencies clean

polkit is only a runtime dependency (at build time it checks the path of
a polkit helper, but if polkit is not installed the guessed value is
still correct on BLFS).
upower is only used for suspend and resume support, and the building
system tries systemd or elogind before trying it.

Also create an ENTITY for qt5 or qt5-alternate and use that
to specify the qt5 dependenies.
The complete KF5/plasma packages should use the full qt5 build, but
the lxqt kf5/plasma components only need qt5-alternate.
