In 1.1.34, the man page was completely broken so we had to regenerate
it. Now it's mostly OK, but with a "$Date$" not replaced by the actual
date. So we can simply fix the "$Date$" without a full regeneration.
So docbook-xml and docbook-xsl can be marked as runtime now.

This switch only has the tests built during the "make" phase. Without
it, the tests still can be run, and are built during the
"make check-all" phase. This seems to save ~4SBU and ~0.3GB
if the tests are not run.

I've had a TODO list item after a Discussion with Bruce about this particular
package since last package freeze. Because of it's reliance on Qt5 and the fact
that it's only used for KHelpCenter, it really does not belong in
General Libraries. Moving it to X Libraries should suffice in this case,
since it doesn't really fit in KF5 either.
In addition, update the dependencies and the installed files list, and
add short descriptions for the two libraries installed by this package.
