c10b619e61 pciutils: minor tweaks throughout the page. 
- Remove /usr/share/hwdata from the installed directories
- Add the pcilmr command and add a description for it
- Remove the ZLIB=no option from command explanations since we're using the
  hwdata package instead or using pciutils' pci.ids file.

Update more URLs to use https 
Mostly plain http -> https replace, if https works.  If there is a HTTP
redirection, use the redirect target (unless it's a mirror or l10n like
"https://kde.org/zh-cn/").

Some non-trivial change:

* www.mnogosearch.org is dead.  Not sure how to replace, so deleted.
* use https://github.com/cacalib/libcaca for libcaca.
  http://caca.zoy.org/wiki/libcaca seems out-of-date.
* http://www.speech.cs.cmu.edu/flite/ is dead, replaced with github repo
  link.

d0d2c85aef logrotate, pciutils, usbutils: Change the systemd units/timers to 
install in /usr/lib instead of /lib, for consistency with other related

4c24eb0a40 Remove period at the end of short descriptions. 
In the process, some attributes in single quotes have been changed to double
quotes, and a few attribute lists have been written on one line instead of
several lines.

eae7f5561f Add the dependencies to pciutils to allow the pciutils script to function. This is mostly for consistency between books. The systemd book has a timer and unit to allow the pci.ids file to be updated Sundays at 2:30AM Local Time, and without wget, lynx, or curl installed - the script fails to function. 
In addition, add wget to the list of dependencies for usbutils in systemd (again, as a result of the units)

a5b9f1ef07 Use wheel group for sample configuration of sudo. 
Added pam_wheel.so configuration to /etc/pam.d/su.
update-usbids.service and upadate-pciids.service depend on network-online.target. Fixes #11249.

8dfc5c303b Fix some URLs 
- Switch to https:// scheme where possible to avoid redirects
- Unify all kernel.org, Sourceforge and GNU URLs
- Fix python and perl module URLs to be consistent
- Fix github provided URLs to properly download tarballs instead of vFOO.tar.gz
- Use upstream locations for some packages or better/shorter URLs if available
- Add https:// URLs for gnupg packages
