27e5cd4c32 Allow elogind to exit when dbus is closed 
As reported in ticket #16177 by Joe Locash, switching from runlevel
3 to 1 and back would render elogind useless: it is still running
but not connected to the bus, because dbus is killed in runlevel 1
and then restarted in runlevel 3. The added "sed" allows elogind to
exit when dbus is killed. This is the normal behavior of daemons
using dbus.

polkit: use archive tarball and enable tests 
Normally we perfer release tarballs than archives.  But for polkit, we
are using meson so the generated configure script is not needed.  And,
the release tarball lacks test support files and prevents us from
running tests.

For such a "security related" package, skipping test seems not good...
(That being said, we'd been busying fix CVEs not found by the test. :( )

document -Dman=true failures in tracker and tracker-miners 
Upstream fixes available, but they can't be converted to a sed.  And I
don't want to add two patches just for man pages.  So just document them
and wait for a new minor version upgrade of tracker & miners.

4c0df5c4d9 Fix some entities in general.ent for releases 
Two entities downloads-root-systemd and patch-root were not
modified when switching to release:
- change the name of downloads-root-systemd to downloads-root since
the aim is to not have "-systemd" entities, and use "&blfs-version;"
for it
- create a patch-version entity (this one does not change for
systemd), and use it in patch-root
