rust: Add rustdoc into build.tools 
The rustdoc program is a part of rustup default install.  And it was
installed with previous rustc releases even if we didn't specify it in
build.tools (so it's in the "contents and short descriptions" section).
But with rustc-1.69 it's not installed if we don't explicitly add it
into build.tools.

It's needed by "cargo doc" command (I use it when I develop Rust
crates), and also some BLFS packages (at least, the testsuite of
librsvg).

Add rustdoc into build.tools so it will be built and installed.

Update to LLVM-16.0.3 (#17861) 
With Thunderbird workaround applied, we can try to update to LLVM 16
again.  Note that Firefox may need a similar workaround but at least it
does not crash on start-up.

This reverts commit 218e13ce4b
("Revert back to LLVM-15.0.7 for now"), bump LLVM to 16.0.3, and updated
md5sums for tarballs and test suite status for it.

fc32763cf8 Separate post-install instr in web-pixbuf-loader 
Creating a cache should be done after instaling when using a package
manager. And having both install and post-install in the same
bloc confuses jhalfs.

820262d82c Separate post-install from install in libavif 
Updating the loaders cache is a post-install instruction. The generated
files shouldn't be part of a package if using a package manager.
And jhalfs gets confused if it is not separated from the install.

dbus: Update test suite info 
The test suite can be ran w/o dbus-python and pygobject, but many tests
are just disabled (they even do not show up as "SKIPPED").  For
editors, see the added comments for details.

LFS dbus page will be updated too.

colord: Make systemd dependency runtime, and add elogind dependency 
It uses logind API in libsystemd.so/libelogind.so.  Not sure if it's
strong enough to be "recommended", we may demote it later.

Q: Why systemd dependency is runtime, but elogind not?
A: LFS systemd provides libsystemd.so, which contains the logind APIs.
But these APIs will fail at runtime because systemd-logind is missing in
LFS, so we need a runtime dependency.  LFS sysv does not provide
libsystemd.so, and libsystemd.so is a symlink to libelogind.so which is
a part of elogind, so it's a build time dependency.

992c9e7238 Fix elogind dependencies 
- dbus is not needed for building (and strictly speaking, it is
not needed for running, but strongly recommended)
- polkit was said to be runtime but role="runtime" was missing
- only valgrind is needed for tests
- there is no trace of gobject-introspection in the deps.

libpaper: Update the configuration info for libpaper2 (again) 
/etc/papersize is essentially useless now.  It only provides the
fallback value if the locale does not suggest a paper size.  And with
Glibc-2.37 even the "C" locale suggests A4.

libpaper: Fix config file path 
It's still /etc/papersize, not /etc/paper.  See "man 1 paper".

Arch also installs /etc/papersize:
https://archlinux.org/packages/extra/x86_64/libpaper/files/

It installs a /etc/paperspec as well.  Not sure if we'll need it.
