IIRC it's only used for work around some bad defaults of old autoconf,
with updated xdg-utils it's no longer needed anymore.

Upstream documentation has been changed a few years ago to point to
https rather than http, but for example ubuntu-2023.10 still has only
http in its catalog file. So use http here, and change the catalog file
in blfs to have both http and https...

...
Upstream documentation is not clear whether to use
https://cdn.docbook.org (in recent docs) or the http form (in older docs
and in the sample xml catalog distributed with the package). So have
both in our catalog file.
