rustc: demote curl and libssh2 to recommended
...
And, adjust LIBSSH2_SYS_USE_PKG_CONFIG according to if libssh2 is
installed. Export it earlier so x.py build and x.py install will use
the same LIBSSH2_SYS_USE_PKG_CONFIG value. This can reduce some
repeated building process.

Using https can avoid MIM attack (though I don't think a MIM attack
against test files is really useful), and ease the set up of proxy if
one is needed.

Unbound: on systemd, unbound-anchor is not generated by the unit.

On SysV however, that paragraph is still valid, since it's generated by
the bootscript. On systemd, we need to run that command unconditionally.

Fix building dvisvgm with ghostscript-10.0.0
...
In this version of ghostscript, some private symbols have been
hidden. One of the private symbols is gs_error_names, which is used
by dvisvgm. Fortunately, dvisvgm, has already the infrastructure
for this case, since private symbols are always hidden in Windows.
Upstream has a patch:
https://github.com/mgieseki/dvisvgm/commit/9bf81fd0
which can be reduced to a sed.

Fix SBU values for llvm and rust
...
When measuring the SB unit, I used a terminal with "time { ... }".
When measuring LLVM and rust SBUs, I redirected output. It seems
the gnome terminal is very slow, and when redirecting the output of
the "time" command above, the SB unit goes from 119s down to
86s.
