kernel-config: Add back EFI_STUB to GRUB UEFI kernel configuration
...
This is a preparation for GRUB 2.12. With GRUB 2.12 EFI stub is the
recommended way to boot x86 (32-bit or 64-bit) kernels with UEFI, and
the old way is only kept as fallback.

v4l-utils: several tweaks to the page
...
- Change the formatting for the meson command to be standard with other
pages in the book
- Fix the commands for installing the contrib files (no sdlcam since we
don't have SDL_Image in the book, remove $DESTDIR, etc)
- Add command explanations for the two contrib utilities
- Remove extraneous spaces in between commands

In 1.0.0 NEWS:
* docs: Build all API documentation with gi-docgen
By the way, add DAPS as external dependency (it's needed to generate
specification documentation with -Ddocs=true), and clarify the pre-built
API documentation installed to /usr/share/doc/appstream.
